The City of Vancouver has taken a leading role in British Columbia in establishing a Code of Conduct By-law (the “Code”) to ensure its elected officials are held to high standards of ethical conduct and has retained Mosaic Executive Search to conduct a search to hire an Integrity Commissioner.
The City enacted the Code in 2021, and retained its first independent Integrity Commissioner in 2022. Since that time, the Office of the Integrity Commissioner (“OIC”) has focused on establishing and implementing systems for fulfilling its duties and responsibilities of advice, education, and complaint resolution and providing Council and Advisory Board Members with information and tools to support governance in a manner aligned with the obligations set out in the Code.
More recently, in 2024, the City retained an expert in the area of elected official conduct to conduct an independent review of the Code (the “Independent Review”). The Independent Review will inform Council’s considerations for future potential changes to the Code.
As the current Integrity Commissioner is nearing the end of their second two-year term, and has recommended that the City consider the best timing to transition to new Integrity Commissioner in light of the Independent Review, the City is commencing a recruitment process to appoint a new Integrity Commissioner for a two-year term. The new Integrity Commissioner will be responsible for continuing the important work being done by the OIC, and overseeing the OIC through potential changes resulting from the Independent Review.
The successful candidate will have senior-level management, legal, judicial and/or quasi-judicial experience. They will ideally also demonstrate an understanding of the principles and practices related to local government legislation, municipal bylaws, policies and procedures. Candidates with applicable experience in other relatable regulatory and adjudicative contexts, such as a law society, administrative tribunal, or the judiciary, will also be considered.
The successful candidate will have deep knowledge of, and hands-on experience with, investigatory processes, superior interpersonal and communication skills, and the ability to exercise ethical and sound judgement with discretion and confidentiality. They will also be and remain free of any perceived or actual conflicts.
The Integrity Commissioner will be retained by the City on a two-year term with the possibility of an extension—this is not a full-time, permanent role and can be assumed as a part of a lawyer’s ongoing practice. The Integrity Commissioner will have the ability to maintain confidential records and an independent budget, to be approved by Council on an annual basis.
